At some point people don't care about spending keys on the same promo over and over again for pointless tokens. Many players don't care about spending keys on rainbow items anymore so instead of rereleasing the same promos make new promo's with new tokens and discontinue every token that comes out.
I need my blue charms back.
Many tokens have already been discontinued for years. Not everyone likes seeing the same promotions over and over again they want new one's.

Doesnt matter.
The only ppl whod want this are the ones who have loads of them thus want to make a quick buck.
Sorry, but thats not how things work.
Plus even if they were to be discontinued, jagex have ever right to rerelease them whenever they see fit.

Im sure theres plenty of ppl who spend keys for them.

dont doesnt mean that there isnt others who will.
A simple solution here would be for a survey to assess player perception on the rewards from TH, and potentially specific promos.
Since inception, the rainbow promotion remained one of the best for getting XP due to the multipliers. Since then, there's been the additional of different promos offering more consistently multiple rewards. We're talking about apples to oranges here, but the oversaturation of the same items/tokens over time deincentivizes them as rewards. For that reason, it is important for there to be a balance.
I am not sure "discontinuing" tokens is the right solution, but perhaps being very intentional about not oversaturating the game with certain tokens to the point where there's 100's of thousands in the game. There needs to be an "exit" for these tokens, some type of conversion (for oddments for example), or something to still incentivize winning these items from Treasure Hunter. Otherwise, they end up living a fate of becoming a "junk token".
