How can one get skilling outfit pieces since they've been removed from Treasure Hunter? I need so many of them, and am really sad it looks like there is no longer a way to get them.
That entirely depends on which skilling outfits you are looking for. For example, the Agility set's (Nimble outfit) pieces are randomly acquired from The Pit, while the Fletching set's (Fletcher's outfit) pieces can be bought from Stealing Creation's reward shop for 100 points each.

Elite skilling outfits are acquired differently however. After reaching level 70 in the respective skill, you will start earning fragments. After reaching level 80 in the skill, as well as level 20 in Invention, you can create a component set piece with 3,600 fragments after researching the respective set's blueprint. Most blueprints can be freely researched after meeting the levels, although some must first be bought using the skill's respective currency. The piece you receive is completely random, although no duplicates will be given.

Most outfits can be bought from Vic the Trader whenever he is around however (he was recently around for that matter, so I don't expect him to appear anytime soon). Or at any time you like through the Portable Trader, whom you can summon from a stone bought with a bond. Do note of course that their store uses a currency that you can only get from trading in bonus xp.
It's nice to be important, but it's more important to be nice.
