As a parent, I think it would be easier to allow my kids to play the game if I was able to prevent them from being able to use a card that is stored in a device or left out without my permission.

Also, if an older player develops a gambling issue, they can have their spouse/ family member put a parental lock on their account to avoid excessive Treasure Hunter key purchases. I know that one sounds oddly specific. But, my main of 19 years was just permabanned for asking to be blocked from buying them. The conversations with other players afterwards have convinced me that a fair number of players would see this option as an improvement.

You definitely aren't permabanned on this account. I can't tell if you were "permabanned" on another account. You need to ask account support for that.

Please notice one thing, Jagex has already implemented some and is in the process of implementing the rest of what I quoted. I don't think they ever mean there will be "permanent lock" on spending money on whatever in game purchases including membership subscription. I don't know what you wrote exactly to Jagex, but based on what you wrote on your OP, I suspect you miscommunicated your request:

"put a parental lock on their account to avoid excessive Treasure Hunter key purchases"... certainly seems like a request to lock your account because either they lock your access to all game content or they don't lock you. There is no reason to just lock you out of Ardougne but not the rest of Gielinor... nor there is any reason to just lock you out of TH but not membership.

Yea, my main was banned. This is a lowbie. I had put in a ticket asking if it was possible to block TH key purchases. It was a question. I understand that my account is gone abs I won't be able to get it back, but I'm hoping that if they implement this type of change, it could prevent someone else from that gut punch feeling from losing so much work.

I am not sure your account is locked for good. I think you can make a request to have it unlocked, but you may need to show proof that you are the parent of the account you asked to be locked.

Again, what you wrote on OP looks very much like a parental request to have your child's account locked and not a question. It shows Jagex has actually implemented the parental care measures they mentioned on their Duty of Care news.

As they also mentioned, they are working on letting players set their own play time and spending limits. However, there is no reason why they should waste their time on letting players to just limit specific content like you can only limit fighting Telos or catching sailfish to x hours a day or you can only spend $y on TH keys or membership. The play time and spending limits apply to all the in game content and spending.
