I believe Ring of Shards to be a step in the right direction. This promotion removes a major part of the "gamble" from Treasure Hunter. This since we can now pick our price. Combined with the now easily accessible probabilities window it makes Treasure Hunter more transparent, which is a good thing.

While the "re-roll" feature is a gamble, it uses oddments, which is way better than to require a whole new key for what is effectively a re-roll.

To take this further and make it even better I would however suggest this last re-roll to be either cheaper or the promotion to come with x amount of free re-rolls. Potentially one could also aim to make the re-roll more transparent, for example show a few items that you will get if you chose to re-roll. If TH was always running this promo it would definitely reduce key sales over time. Just as an example, I have been hoping for the chef shoes and it has been taunting me for months. I see it as being available but of course it is a red rare so it never actually showed up.

With this promo I landed a red and the shoes were on the list. If I had been buying keys I only needed one red to get my intended prize. Under normal TH it could have taken 20 or more reds to actually land there. (or just 1 if I was lucky enough)
