If the ice was used on that red-slot large lamp (perhaps even mistakenly if you didn't change your ice selections after the previous prize) and then you chose that prize, than yea, it rerolled that prize to any available prize of any tier. It didn't reroll to only red-slot prizes.
When using hearts of ice, double-check which specific slots they're on before using each TH key. Even if you go into preferences and choose to block white-slot items, you still need to modify your ice selections each time. They don't automatically adjust to new white-slots next time. For example, if you choose to freeze all white gems, which happened to include the Ranged slot, then the next turn the Ranged slot could be a yellow/orange/red/purple prize, but the Ranged prize slot is still blocked with ice.
