Sorry but thats untrue as it isnt listed as one of the rewards from the relics:

They were only ever from Rare Item Tokens, but with the removal of RITs im sure if relics returned, theyd have them removed from their drop table.

So no, no one can still obtain these as they were discontinued when the tokens were.
