Why specifically state on stream that cosmetics don't sell as much as xp promos yet you rerelease a same old promotion no one will buy keys for? I need my blue charms back.

Probably because releasing bad promotions makes people want to buy more keys on good promotions.
Basically creating a false need. You know, that Dagoth Ur fellow has got some valid points.
