I think I thought of a way for a new account can max with only $5000 or less but need to know prices of keys. 3 450 key packs with celebration lamps promo should get you an insane amount of levels. Then another 3 450 packs with lava lanterns. Then top it off with 3 450 key packs on smouldering phoenix or volcanic lamps promo. This should get someone at least close to max (excluding invention) I need my blue charms back.

$100 for a pack of 450, excluding any promotions. Given what you've mentioned, it sounds like a little under $1000 a person should be able to max.
