I think it would be cool if we could have a way to shift the promo to which 1 we enjoy for a period of time at the cost of like hearts of ice or they could make it cost 200 runecoins to shift the promo. it would be specific to that player so like 1 player couldn't just change it for every1

He is talking about having to choose a promo without waiting for it. Mysteria you have to wait for the promo you want.

If you can choose what promo you like then it is not a promo. Promotions are events not on fixed schedule.
