I'm not sure why these aren't tradable either. I think given other rainbow event items are tradable, it only makes sense to make these tradable as well. Given how incredibly rare they are, most players will not be able to attain one unless they purchase an incredibly large amount of keys.

Probably done on purpose to force you to buy keys, potentially 450 key package, tho that may not even be enough for most people if you want the purple rarity plushie (there's also a red gem plushie). This is not the first time they released a reward which is only obtainable by doing TH yourself however. When Jagex did ghostweave promo the 2nd time when over 10 different ghost outfits were made available, ghostweave were also untradeable. Feel free to take a look at my suggestions: 200m xp prestige

I agree, I don't think 450 keys is enough even to guarantee the red gem plushie. People have bought 450 keys in the past, and not gotten a single rainbow item in the red slot. I've heard of people purchasing 1,000+ keys and not a single rainbow item. These rainbow items in general are fairly fair to obtain. It could take several hundred dollars if someone is purchasing keys with money, or several hundred million (possibly even billion) of GP for someone to obtain one of these unicorns if they were to convert bonds for keys and use GP.

That's incredibly disappointing to hear, Cuddle. Considering how rare any rainbow item is to obtain from Treasurer Hunter, it wouldn't surprise me if it would take several thousand keys on average to guarantee receiving one of these unicorn plushies.

I saw a couple of people who had them and asked them how many keys it took. One of the people did not want to say but the other said it took them 6.7b worth of bonds (roughly 225 bonds, 3375 keys) to get the red gem plushie.

See this was from 2019, but still, same thing again with Rainbow Unicorn Plushies.
Bought 450 and nothing, not even the parasol. I Normally don't buy them but since you can't trade the Plushie... Will not buy them again. For 450 Keys, we should get it.

Oh yeah, had enough oddments for 54 more keys, and still nothing.
