As most of us know there are a few alt, and bot problems for a few promotions.
Adding total level, quests, time played, or other requirements to specific promotions may solve some of the problem. If the requirements are not met for the specific promotion the default TH will take its place, or an alternate promotion.

I see the point that bots may just bot the few lvls they need. But in my opinion this would give the bot detection system a chance to get them.

No. People will take advantage of specific promotions to reach only what they want, thus impacting the community moreso. It's nice to see a low level get a dg item or a lucky armadyl armour piece to work toward wearing.
My favorite things are proteans. If I could 'force' proteans by avoiding certain quests, then I would - which would hurt the economy because all I would chase are those.
Tokens are hard enough to get - we dont want to limit those items even more from entering the game, imo.
The toys that are purely cosmetic and not tradeable hurt no one by being available.
And xp lamps will always be more useful as you level because of their xp being level based.
Without specific limitation suggestions, I am at a loss for what you would do.
Invention lamps and stars are already locked behind requirements, too.

Besides, if there's a requirement. Bots can easily level up to the point to use TH before they get banned.
And this does not stop legit players from using TH on alts, as they just simply level up their accounts once and then use it forever. You're only moving the problem, not fixing it. Tho, I wouldn't call it a problem...

Low lvls would still get lucky items the requirement suggestion is just for the promotions that are commonly abused. If there lvl was so low that it did not meet requirements the default treasure hunter would appear instead of a specific promo that's running.

I also love proteans don't see how you could force more of them. But if jagex dose change TH a bit they will need to make sure that you cant force them by any method.

Gives the tokens more value, if the bot and alt farms don't get them. Will make them harder to buy off the grand exchange, but the players that win one will feel like its actually worth something.

The lvl requirements would be somewhat low in what im imagining. This more so forces them to move around a bit and lvl a few skills. Im assuming bot detection dose not work so well if your just bank standing TH bots. A lvl requirement gives them more chances to detect the boting.

I think that they may, that's why I made the post to talk about it and get some input.
All players even bots would still have the ability to use TH. Just certain promotions may have a low lvl requirement to see it. if its not met you just see the normal TH.

In what im suggesting TH would still be available for everyone.
The bots having to move around would give bot detection a better chance to get them. Then they would need to make more accounts making it more inconvenient.

Exactly this dose not stop legit players that have alts. The requirements are more so aimed at bots and farmers that make thousands of accounts.

The problem of botting and gold farming have been around for awhile most that can be done is to make it more of a inconvenience. As for me I call it a problem.
I don't think you know that the Treasure Hunter Experiment that a
certain FC *cough cough*
did with like 6k alts each had trained alts. This is how they were able to get so many gold items in the raffles too. Adding the limit will just exclude new players and possibly be a small hurdle to the existing ones.
