Let's say these lamps were real and were called DUMMY THICC lamps
Assuming DUMMY THICC lamps have the same chance as Prismatic Lamps of the same rarity, players would likely get a DUMMY THICC lamp with just daily keys and easily achieve goals, requiring no more.
Example: Currently I'm going for 120 Herblore and have 80M xp to go. With daily challenge, D&D, and Troll Invasion keys alongside my daily keys, I'd be very likely to reach 120 Herblore with the few DUMMY THICC lamps I won.
Once I am at 120 Herblore, I do not need any more DUMMY THICC lamps to achieve my goal.
Jagex doesn't want that, they want me to buy keys.
They have to create a balance between enough XP for players to view it worth buying keys over, but not high enough that players can get all the XP they need then stop buying keys.
There's also the fact players would likely cause massive backlash over the OP nature of DUMMY THICC lamps, but it's not like they care about backlash or game integrity anyways.
