Multiplier bugged?

So just curious if this is happening to anyone else.

So far, anytime I've gotten a multiplier on lamps or stars, I get the multiplier 100% of the time, however I just got a 4x Mask of the Black Demon, but I only got one mask.

Is this a bug, or did I just get unlucky with the chance? Seems rather odd that it would happen when I finally get a piece of equipment.

And if this is intentional, why? I can understand some cosmetics and stuff being limited to 1 because why have multiple, but this item actually provides slayer bonuses for a while before losing those bonuses eventually, so of course I'd have liked 4 of them to utilize those bonuses. Or at least give some oddments in place of them.

That's intended for items you cannot own more than 1 of. You get 1 of the item, and then the duplicates are exchanged automatically for their value in oddments. Clue Drops -> 3a Range Top (h357), 3a Full Helm (h439), 3a Druidic Staff (e969), Barrows Dye (h1755, h2546, e680, e1567, e2038, e2160, m480, m783, m862), Shadow Dye (e510, e1970, e1985, h2948), Ice Dye (e1539, e2804), 3a Dye (e3129)

White = 10
Yellow = 20
Orange = 50
Red = 100
Purple = 250

Confirmed and sadly I just won a 3x Lucky off-hand chaotic claw from daily keys, got 250 oddments from the initial purple win and then it only gave me 100 total (50 each) oddments for the other multiples. No cash - think it used to be like 250k per extra multiple in the past. Sad times.
