One of the biggest issues I had as a clan owner was directing veteran and newer players towards my forums. Not only did it become a tedious process, but there was still quite a grey area on what exactly what was allowed to be advertised and what was not.
Last I knew, there was a thread by Matthe where clan forum directories would be approved and available to the clan's members. Though never getting my clan or forum officially affiliated with Jagex, I had well over one-hundred semi-active players whom thrived on word of mouth in only about half a year's time - 1/5 of my entire clan's population. So my question is, will clan offsite forum integration within the game ever truly become a thing that's convenient for all users? As a somewhat decent website developer, I enjoy being in complete control over how my clan is featured over the simplicity that is what the clan forums here have to offer

Prioritizing inclusion, friendliness and offering a helping hand to those that need it.
I'd like to think so - the issue being that we need to verify each website to ensure it's not phishing and safe for our users, and that needs to happen before any official affiliation. At the moment, the CM team doesn't have the capacity for the time it would take.
Add to that the web development that would also be required and the number of clans who might want to get in on this too, it gets increasingly unlikely.
