They do move around, which is actually something they talk about. It's why you can't just teleport directly to or from them, apparently. "There is no Good or Evil, no Light or Dark, Order or Chaos. Just knowledge and your own ability to know when to stop. And if you knew when to stop, you'd never achieve the impossible."

You can see Dominion Tower and some of the desert from Clan Citadels. I'd imagine the Empyrean Citadel would be close to the Clan Citadels, but then again you can't see Dominion Tower from the Empyrean Citadel, so... I'm too Unaligned to have a forum signature.
