With the addition of The Path of Glouphrie, the lore behind the Poison Waste seems to be conflicting with already established OSRS lore.

The experiments of Glouphrie the Untrusted, which involved the warping of tortoises and terrorbirds to intelligent creatures, have led to large amounts of toxic waste. This waste is disposed of through the sewers and pumped into Tirannwn. The degree of this was so bad that it defiled the area south of Isafdar, and is now known as the Poison Waste.

The Poison Waste was home to a Dragonkin during the God Wars , who created serpents in the waste, but abandoned them as failures. One of these serpents drastically grew in size and intelligence, eventually becoming Zulrah.

The existing OSRS lore (with Zulrah) establishes that the Poison Waste has existed since at least the Third Age during the God Wars. With the addition of The Path of Glouphire, the current OSRS continuity starts to blend with that of RS2/3, where the Poison Waste is assumed to be created during the Fourth Age as a result of Glouphrie's experimentation.

Does seem like a conflict. The slight differences in RS3 vs OSRS storylines may lead to confusions like this.
Perhaps the toxification has only increased since the time of Glouphrie's experiments, while the area was already a defiled wasteland since the Godwars.

I see no substantial contradiction. The waste was there during the 3rd age, likely much smaller and localized in the far south of Tirannwn. Glouphrie moves into the area later for the same reason the Dragonkin moved in there (plentiful naturally occurring chemicals to work with, plus an environment that facilitates the disposal of failed experiments). The toxic waste from his experiments make the wastes more toxic and expands them northwards.

Heck, given that the Dragonkin there was operating in the 3rd age (and seems to have been eaten by Zulrah) and Glouphrie didn't move in to the area until the 4th age, it's wholly plausible that Arposandra was initially that Dragonkin's lab before being converted into a hidden city for Glouphrie and his followers.
