So its been confirmed in lore disclosures that Saradomin and Zamorak are not strictly about order/chaos. Saradomin is not a 'god of order/law', nor is Zamorak a 'god of chaos' inherently.
Those are just tools to achieve the values or ideologies they prioritize. Saradomin just sees law/order as the most efficient way but if any other way is better then Saradominists would be revolutionaries just like the myreque fighting as a resistance to achieve their aims.
The ability to even get an army together and lawful authority is probably nothing short of miraculous to people who share the same ideals with Saradomin.
They mentioned Zamorak uses 'survival of the fittest' and harsh means to push people but in all honesty that kind of thing and the 'pushiness to make people do stuff' does not pair well with 'chaos' at all. Its like beating people with a whip for not working fast enough. Chaos would go against 'survival of the fittest' and make it very hard to boss people around to 'create structure'.
