In the quest Lunar Diplomacy the player is asked to obtain herbs, ground suqah teeth to use in a potion to soak kindling to burn. After burning the kindling you are sent to a Dream World. Many people theorize that the dream world doesn't exist and is just a hallucination.
If you ask a gnome farmer why he needs the items to watch the spirit tree, they say that the monkey nuts/bars are eaten while saying some gnomes like a little bit of ground suqah teeth. While saying this to the player, the farmer darts his eyes back and forth suspiciously as if they the teeth are not meant for eating.
That reminds me, were the Suqahs formed or infused with energy from the Astral Altar or Stone of Jas?

Dream World is definitely real, we can die in it, and we get accurate new information out of it in Blood Runs Deep. So I doubt Suqah teeth are hallucinogenic.
Maybe the gnomes believe they can be used for... "other" purposes.

It can be mixed with other substances which makes it easier to burn along with being used in its 'pure' form.
