Guess it's been answered multiple times, but, yes, it was another Zemouregal. Current speculation has it this was Zemouregal's father. As to why they share the same name, it may just be Zemouregal Sr. naming his son after himself because some people do that, although there may be a fun observation to be made. As the grave stated, Zemouregal's mate was too weak to contribute enough power to the ritual, so it wound up being mostly Zemouregal's energy that brought his son into existence. In that, you might say the offspring of the two was more Zemouregal than his mate.
As a side note, it's presumable Zemouregal's mate also died during the ritual, so shouldn't her gravestone be there too? Did somebody forget to bless it or something?

she didn't actually die... although, in all seriousness, I imagine it just wore away or Jagex didn't think about it or something.
