Idk how much dev time it would take to implement them. Like the models are already there, and I'm sure they could copy the code over from the other Emissaries, since it's the same miniquest, essentially. Just typing up new dialogue would really be the only major thing that I can see.
Honestly... not really. Factions are already kind of superfluous, and adding more of them would probably only cater to <1% of the playerbase.
Patrolling Lore FC almost makes you wish for a Great Revision.
Let's not shove all of the desert menaphite into one emissary, please. Each of the desert gods have different beliefs of their own. Tumeken was a reckless tergiversator who was always constantly trying to change things, while ignoring problems that arose. Crondis wants to eliminate greed in the world, Apmeken wants people to enjoy life and have fun, Scabaras believes in some weird zen Buddhism fasting thing. All of these gods and aspects are colorful in their own way and should not be rolled all into one.

Did V get his own chapters of the Book of the Gods when his emissary was released? Because each of the original emissaries had chapters, and if they need to write new ones for each new emissary, that's what I see as taking up the most time.

Do you realize that the original god emissaries were released almost four years ago? After all this time, we still don't have even one Menaphite emissary. My thread on the subject was locked after three and a half years, but we still need a Menaphite emissary of some kind.
What's the most convincing ship in the game?
I don't think there would be any purpose making emissaries for Marimbo or Brassica.
I mean, the same thing could have been logically argued for V, since he was essentially Guthixian/Godless. Marimbo and Brassica do have some followers among the players, so I think it would be fair.

Idk. Would a Tuska Emissary be possible? Like, for the "evil" players who's only goal is to destroy everything?
An Anima Emissary (some random human) who thinks that they understand the will of the Elders, or something?
I guess the QoA could get one, and it could be an advance on her philosophy.
My argument for including Tuska and QoA Emissaries is that Bandos got one too, and they were all equally as destructive and "evil", so I think it would be fair. By extension, Xau-tak is just as likely to get an Emissary, as well.

My argument to this would be that we would get a bit more lore, and lore is kind of for everyone, but that is a valid point.

I guess the option could be there for you to select an individual for you to follow. Each chapter in the Book of the Gods could detail a different demigod.

When I did the Fate of the Gods quest, I was in Zamorak's faction at the time, because the faction that I really want to be in still hasn't been added to the game. It was annoying that Zaros thought that I was Zamorakian.
While I'd be happy with a faction to show support to the Menaphite Pantheon, others will not be. If I wanted to show support only for Scabaras, I might be happier to be thought of as a Menaphite than as a Zamorakian, but I still would be disappointed.
Suppose you went to the Menaphite emissary and joined up. He gave you a book, a helmet, and a banner. Then you looked in your Titles interface and saw this:

Is that good enough? No. The annoyance I mentioned earlier has to do with how NPC's see you, and while I might be able to show players that I'm a Scabarite, NPC's would think I'm a full-fledged Menaphite.
There could be only one emissary, but you have to be able to pick which gods you like out of the Pantheon. We know that there is an NPC called Jex, who is a priest of Het, Crondis, Apmeken, and Scabaras. You should be able to pick up to 8 gods in the Desert Pantheon.
And then NPC's have to be able to respond to your choice (in the places where it comes up, of course). Maybe NPC's will have a response for followers of each god plus a response for people who follow more than one? That still means 9 additional pieces of dialogue need to be written each time the player's faction choice is mentioned.
(It could also be acceptable, and only slightly annoying, if most NPC's, especially NPC's outside the desert, can't tell the difference between a Scabarite and an Amascutian, etc. Then they'd only need one line for any Menaphite.)

The important relevant gods have emissaries, that's really all we need.
Titles for the minorities who follow the other less meaningful gods can always be introduced in different ways other than an Emissary. Like Guthix for example.

I'd be good with this, but like Buros said above, quest recognition would be nice.
