No. This won't really happen.

If you've played the quests since Fate of the Gods, you'll learn that while Zaros played the "empire game" back in the 2nd Age, when he learned about the true purpose of Gielinor (to be the wake up breakfast to the Elder Gods), he completely changed his goals.
Zamorak overthrowing him wasn't part of the plan, but it gave him time to think.

Zaros' new plan is simple: obtain Elder Godhood.
His stated goal is to reach their level to convince them of the value of mortal life.
That's why he acquired Mah's core. That's why he made a play for the Stone of Jas. He was trying to acquire the things that the thinks would help him achieve that goal.

At the end of Sliske's Endgame, you, Seren, and Zaros get to have a little face to face to Jas.
Zaros is told that he can't become an Elder God. We currently don't know if Jas as being blunt (ie: it could simply never happen) or was just implying that while it could happen, the Elder Gods wouldn't help him (ie: while it is possible to occur, it would require the aid of 1 or more Elder Gods in some process).
Zaros, being told this ... did not react well.

The simple fact is if the other Elder Gods wake up, Runescape is gone.
If you've been to Freneskae, you'll see the fate that awaits this world.

Empire building means nothing if you're building it on a dead world.

For one thing, Zamorak isn't going to team up with Zaros over that. For another, Zaros has bigger fish to fry than Saradomin. If he was going to take him out he would have done so himself and wouldn't have 'agreed to disagree' as he put it in FOTG. And also, to take note, Zamorakians and Saradominists had teamed up to wipe the Zarosians out after Zaros was betrayed and Zamorak claimed that Saradomin betrayed him in DAT. This means that they had worked together at some point, and the ghosts that give the ghostly robes to the player are a mix of these two factions while having a hand in Zamorak receiving the Siphon.

In fact, the only time we've seen Zamorak agree to aid Zaros was when the Mahjarrat were involved. For example the pact in Children of Mah when Zaros made the final ritual and infused them permanently in return for the Catalyst (which Zamorak said later in the Endgame was a small price to pay and good riddance when it was destroyed), and being disgruntled over the stagnation within the Empire while Zaros wasn't present. Zamorak aims for chaos, he's not about to swap one order for another.

I could sooner see Zaros teaming up with Saradomin, due to their similarities...but I doubt it either way. Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

As everyone else has said it's not very likely.
Zaros doesn't and never had more interest in defeating other Gods than he's had in teaming up with them (with the potential exception of the Elder Gods or just Mah).
And his main goal at the moment is becoming an Elder God and stopping the Elder Gods from destroying the universe.
About the only reason he'd destroy Saradomin is if he was getting in the way of that goal.
Although Seren has made it her own personal goal to stop Zaros from becoming an Elder God for whatever reason and he hasn't destroyed her yet (I could go into a multitude of reasons why her actions make her a bitch, most importantly the fact that she generally seems to refuse to communicate with Zaros at all and isn't even trying to find another solution to stopping the Elder Gods destroying the universe and is instead spending all her time stroking off her precious little elves).

Anyway, I actually think the most likely team up would be with Zaros and Armadyl, with Zaros focusing more on the Elder God threat and Armadyl focusing more on running and maintaining an empire.
However, that would still require Zaros to even want to try having another empire.
And an alliance like that probably wouldn't be looked upon favourably by many of the other Gods who would see it as a potential threat, or possibly as an insult as we know Saradomin is egotistical enough to get annoyed that Armadyl decided to team up with Zaros instead of him.
And I think the risk of pissing off a lot of the other Gods would be enough of a reason for Armadyl to not be particularly keen on it, especially since he hasn't really had many interactions with Zaros and vice versa and they'd definitely need to become familiar with each other and find common ground and solve points of contention before going into an alliance like that.

It would be cool to see happen though, I certainly hope that Zaros and Armadyl get to interact with each other a bit more at the very least.

Good to see I'm not the only one that's picked up on the fact that Saradomin was perfectly willing to hand the most dangerously powerful item in existence over to someone that he believed would use it in a dangerous and unstable way. Saradomin demands that his followers sacrifice their lives, their happiness, and to put his goal above all else. But when it comes his turn to sacrifice something to ensure that his "utopia" can take form... he immediately welches and shows his true colors as a self-serving dictator.

Why go to war with Saradomin once more? Is this coming from a moral sense of responsibility?
Is it due to fearing the fascination of religion and world view behind Saradominism?
Out of fear of the psychological and spiritual consequences in the world, after kingdoms of the new world had primarily established themselves and evolved on the basis of his principles?
From having the urge to make others admit that the so-called enlightened reasonableness, the reality, basis of his philosophy of life are falsehoods, and to disprove its so-called wisdom?
Or just to bring the world to a final conclusion that other forces and other realities exist?
