I'm not going to get into the debate about the "world event".
Here, we would discuss what would have happened if Tuska Comes was a quest.

Requirements to start: None
Starting point: Wizard Chambers at the Wizard's Tower

The quest would start off with the eccentric wizard asking for you to help with verifying what he sees in the telescope. The player will look, see a large object, and Wizard Chambers will thank you.
You can talk to him, but you'll get a message saying "perhaps I should come back later".
*5 minutes later*

Wizard chambers will now be found outside the Wizard's Tower with his monkey and a lodestone.
He will ask for some help once again.
Once the two of you launch Apollo into space, he will talk about the object, why he's out there, the opinions of the Wizards, etc etc. (basically setting up the events to come).
He'll ask if you could drop back by later as, if he verifies what he thinks it is, he may need some help.

*a few minutes later*

You return to Wizard Chambers and he is stunned that you haven't been by to help him sooner and he urgently offers you to teleport.

On Tuska
The player finds much of what they did during the WE.
Chambers will theorize that there is a time dilation (several days have passed on Tuska's back).
The 4 factions will still be present, maybe more, or they could have been written out as saying they are dead already.
Wizard Chambers will mention that it took some trial and error to get the safety net spell going so you don't go floating off into space.

You will get to choose a factional alignment (or choose whatever is left).
You will get an explanation as the quest acts as a tutorial for Anima Islands (and can also act as a quasi-group quest depending on implementation).

The war council will state that they are trying to charge the anima spears.
So far, most can't get over 10-25%, no one has gotten over a 50% charge.
And they've lost most of the skillers, soldiers, and other adventurers trying to figure out how to harness anima energy on all of the islands (hence why some of the structures like pylons are there)
Perhaps the World Guardian can do it?
They've poked Tuska a lot of times, so she has been weakened. But perhaps a single hit from a 100% charged Anima Spear will weaken her enough.
Then, the faction's deity will finish her off.

- Vorago does as he did in WE3
- Zamorak and Saradomin do a similar effect
- Armadyl uses the Divine Focus

The player's deity of choice gets a +1 in Sliske's Game.

The Anima Islands, during the quest will effectively award token XP.
The player can retry as many times as needed to get 100% charge.

The player will be awarded with:
- XP lamps
- Anima Spear Override unlocked of their faction of choice
- Access to Anima Islands
- Access to Mazcab

Post Quest:
The winning faction will be present on Tuska's back with a representative to watch the Mazcab Portal and stick around to boast about their victory.
