Honestly it's probably just some unused assets for a rep item or something Shifting Tombs related that someone found in the cache. I doubt it's important. -

Shifting Tombs? Nah, probably was one of the Jewels of the Elid before it got dropped for having a lame examine lame lore-wise

Though, it could be a asset from a quest that was too much of a lore-fail to even delete completely. Is it a phylactery? Horcrux? The One Ring? Been done, into the bin it goes! Humility is self-destruction, pride is the destruction of all else. And He said, "

It's a shame when things like this are cut, sure it's technically something pretty insignificant but it would of made for a nice extra bit of immersion in an otherwise bland city.

Sounds like something Menaphos related. I thought it might be related to the kharid-ib diamond, from the quest Diamond in the Rough. I haven't done a lot of the more advanced quests with Amascut, probably one of the later quests in the series.
