Lore is the information/background/explaination and, in particular, in relation to this game, lore is what gives meaning to characters, places, etc. by explaining their characteristics, origin, etc.

Jagex doesn't care about lore anymore, only the latest ADHD fuelled boss and MTX promo they can crowbar into the game to appease their Chinese overlords.

I hope that helps. Turns out that's not true, it was just all invested in archaeology when it seemingly disappeared.
