Is the World Guardian the only one who can perform the Home Teleport spell?

It's a simple spell that requires no level skill or runes. Even the 30-minute recharge time in OSRS doesn't seem like a huge barrier. However, the idea of casting Home Teleport to get out of a sticky situation seems foreign to other characters.

For example, there are several quests where you rescue NPCs that have been taken captive:

* Ana in The Tourist Trap
* Elena in Plague City
* Lady Servil's husband and son in Fight Arena
* Eadgar and Godric in Troll Stronghold
* Prince Ali in the now-removed Prince Ali Rescue (still exists in OSRS)
* Nickolaus in Eagles' Peak

Yet none of those characters simply use Home Teleport spell to leave. I know that teleport-blocking spells are a thing in Gielinor, but I highly doubt they are used everywhere because the player is able to teleport out of those areas with no issues.

So this made me realize: maybe the Home Teleport spell is a special ability specific to the World Guardian. Has Jagex ever said anything about this?

Home teleport takes a decent amount of time to cast and can be interrupted by movement (forced or voluntary) or combat. If someone who was taken captive tries to teleport, all their captor has to do is lightly slap them to prevent it. Or, you know, the captive could simply be under the impression that the act of casting will draw undue attention to themselves that could result in their death.
