Provided the moon has a geosynchronous orbit, a thick enough atmosphere, or rotates such that the portion we visit is constantly pointed away (earth's moon constantly has the same side pointing towards the surface of the planet), it is entirely possible that one would be unable to map the world from the surface of the moon (besides who says we've ever been on Zanaris's surface).
As for the Tuska situation, it's important to make note of the astronomical distance between her and Gielinor while we were on her back, the sheer amount of debris around Tuska, and Chamber's artificial atmosphere. Not exactly the best conditions for mapping the planet's surface.
