Proposal for a well-intentioned Social Safety Net in OSRS
This feature would be extended to players that don't feel like playing as much, or otherwise have disabilities that prevent them from being able to keep up steady progress in-game.
Mechanics:
Players that work hard would be taxed a certain percentage on every in-game transaction. For example, anytime they buy, sell, are given something, earn a drop, pick a flax, or even tax them occasionally if they have good gear.
Then, a weekly deposit would be automatically made into other players accounts that say they can't play.
Maybe some of their Runecrafing XP could be shared with us too. Some players have 100M+ Runecrafting exp and a lot of us don't even have half of that, and those players don't need that much.
