I know it's basically a joke at this point, but there is so much nice potential for this.

Pair the skill with all existing passive skills. Specifically Construction, Crafting, Smithing, Fishing, and Cooking. You build the boat from existing materials in-game, to your specifications. You have several classes and sizes of ships for the skill tree, with their own stats and purposes. From a rowboat to a cargo ship. You pay for your crew, who also have tiers, and contribute in their own ways, or they can be substituted in your manifest, for other players.

Here's how I have it out in my head. Take a copy of the entire RuneScape overworld, and make it larger, but less detailed. There's the sailing overworld. Every place with a port is something you can navigate to, and that will be saved in a sailing map, which you can use to auto-travel in the future. It won't be a teleport, but it will let you get out of menus and interact with your ship and crew while the vessel moves, and can cancel following the spline path to your destination, when you choose, if you want to go someplace else.

You can connect this skill to every part of the game, and even charter vessels for other players who want to go somewhere that a teleport isn't immediately available, like Elvarg's island, just to nostalge. Let's say you're cruising in your frigate near the Void Knight Islands, and notice an active Pest Control session. You can go over there, the server will select an instance for you to join, and you can provide bombardment volleys for the minigame, which can award you with Void Knight points.

The seas around The Wilderness can be a PvP combat zone, perhaps with new islands only accessible by your boat, with their own rewards/bosses. There can be piracy, and bounty hunters for the pirates. Smaller craft you can take through the streams and rivers of RuneScape, with their own level quota. It's just such a cool idea that has been kicked around for too long. It's gotta happen.

This would also provide for a very nice opportunity for a money sink, which the game really needs right now. Ships could be destroyed fairly often, with the boat having its own HP bar. You can have a storage chest on your boat that acts as a second bank, but with the risk of losing it all if you capsize. You could trade with other ships, Player and NPC. Get what you need without having to go to the Grand Exchange. You can decorate your quarters with items from your home, using the same construction menus. You could join a navy or merchant marine crew and engage in sea battles. There really is no end to the possibilities.

Of course there will always be purists, but those guys can always spin up a private server or something. OSRS is more of a game than RS2 ever was, while still containing everything that made RS2 great. What OSRS needs the most right now, is an expansion, and maybe the Kingdom of Varlamore, the place that makes up the currently unmade southern peninsula of Zeah, could be where the expansion starts. It will be completely surrounded by water, anyway. You could gain your seafaring knowledge there, and then use it everywhere else.

You could make a water based minigame. I wrote that there are some fantastic mini games that were added to runescape such as LMS. LMS actually takes more time playing than playing some new high end graphics AAA game. These AAA games even finished ones take maybe like <50 hours to beat? GTA 5 time estimate of completion is 40 hours, and this was a huge expensive project but it was well worth it.

Look minigames don't have to be some small game that is forgotten, you can add good minigames where people just play runescape for that only. This is why runescape is great because there are people who only PVP, PK, skill, PVM, or skill because they really love farming. I said they should focus on adding and buffing skill so that if you were to focus on just one thing a minigame or skill, it would be equivalent to a full game.

Another skill they can add is flying. A runescape air military. But maybe in order to appeal to people who like to shoot guns and first person based games, they could make it first person?

Lastly, I think old school RuneScape should have cutscenes. Without newest graphics though, having HD cutscenes could actually show RuneScape being really old, stiff and poor quality. But as a newcomer, cutscenes are great way to show new players what more is waiting for them in the game. However, just the graphics enough is alone to deter many players.
