Enable plugin support

One of the main benefits to using the RuneLite client is plugin support. However, after using the C++ client recently since it has been added to the Jagex Launcher I have really seen its performance benefits. However, it is lacking some much needed features:

- WASD camera movement with locked chat (Enter to talk)
- Plugin support

I think that if we opened up an SDK where developers can write plugins for the official C++ client and have them listed in some sort of repository for people to use this would go a long way. The plugin community around RuneLite is very strong, Jagex could potentially host a library of official plugins (either by the OSRS team or vetted by them) and then any 3rd party plugins could be used at the persons own discretion. This would allow for

1. More adoption of the C++ client
2. Better gameplay experience
3. Developers to be able to use the best client (performance wise) for their extra features

That being said with the extensible client some would argue this opens the door for botters or plugins that enable some unfair advantages. But to be realistic this already exists. Botters use botting clients, if you want an unfair advantage you could write your own RuneLite script. All this does is it allows more people to use the C++ client.

I realise simply adding an SDK is a lot of work, but in my eyes it also takes a lot of the work off of the client team in adding new features as this could be off loaded to the community and "good" ideas could be absorbed into the client itself.

I hope this can garner some support, I personally would love to write some plugins for the C++ client.
