Why don't you just implement curses as they were intended instead of trying to make "Ruinous Powers"
Back in 2011 pking with curses was extremely fun and all you need to do is put curses into the beta world as they were in 2011, maybe with a magic and ranged addition for combat boosts to sit next to turmoil. Then adjust the healing that soul split does on npcs and leave it normal for pvp.
People that complain that curses were overpowered don't think of the fact that there was overloads and summoning to increase boss trips etc which we do not have in osrs.
plus there should be a penalty for healing since you couldn't use the deflect prayers whiles using soul split, Ruinous powers were going to make that stupid op since you could use cruors and deflect at the same time. People want curses and just don't want to admit it.
Put curses into osrs beta testing worlds with a nerfed version of soul split for pvm / default for pvp and see how people react to it. Since it'll be the beta world all they can say is yes I would like this or no I would not like this.
