I think that it doesn't make sense that prayer is the only way to not take damage from a monster when your fighting them and then only a few of a lot lower level monsters high level armor works against them. For example if I have Full Blood Torva armor my defences only work in player versus player and I can easily get one hit by the new bosses in Desert Treasure ll. Vardorvis's axe's shouldn't 1 hit me when I'm grinding him because the mechanic of only defeating him with protecting from melee prayer even though he drains it doesn't make sense and I have armor that only works in player versus player and it's worth millions or billions.

Armor defenses should have meaning in player versus monster when I'm fighting them because If I can get easily killed by a new boss with 1 hit over having the latest armor what is the purpose? I should be getting paid while grinding a high level monster with my armor defenses. This is why RuneScape isn't that popular because there's plenty to fix in order to become a populated game with mechanics that make sense. Armor should work in player versus monster because prayer isn't the foundation of of player versus monster but your equipment defenses and skills.

1) Defense does have a nice impact on damage taken. To this day the Justiciar helmet remains as the wiki listed BIS helm for a first time inferno run. Also, when the Dinh's Bulwark was buffed there were methods of its use with Justiciar which made surprising waves in the PvM community. Methods like AFK Sirachnis to somewhat cheesing inferno waves. It had a large impact.

2) Buffing the impact of defense on damage taken vs high level encounters lowers the skill required for the boss. Mechanics such as Vardorvis's axes are intended to be punishing when you make a mistake.
I understand that camping a protection prayer is rather boring however, flicking or timely switching protection prayers results in more interactive gameplay, which is a direction I believe Jagex wants this game to head based on the mechanics seen in recent PvM releases.

I understand your frustration when you have spent a lot of GP on the best armour in the game, and you go to a boss and it squishes you like a bug, but PvM would be far less exciting if you could more or less brute force kills because of highly reduced damage because of your armour. Timely and punishing mechanics on this tick based game creates a far better player experience.
