I think an expansion of the throne of Miscellania would be neat; but not just in Miscellania.
I propose the idea of colonizing other areas that are rundown by current 'rulers'

example: after song of the elves West Ardougne could be annexed from King Lathas
fix up the town and get some type of resource out of it. maybe add some iron/coal rocks

after swan song and beef up the colony and collect monkfish

after secrets of the north coloize weiss for salt & herbs maybe some fish

after the vampire questline: burgh de rott & mort'ton

just a few of the many possibilities
