I love free to play. And honestly, it's obviously more challenging to obtain a 99 in free to play.
I think it makes sense that free to play should be able to have 99 skillcapes. It's cosmetic, except for the perks they give and maybe the perks remain P2P.

But I do think that free to play should be able to boast their 99's. It's harder for them to obtain afterall.
