Culture should be a collection of relaxing social activities and games.

My current experience with the game is that most acitivities that you do are either related to combat or hard work (woodcutting, smithing.. etc).
But as I role-play and try to image a life in the medieval era there should be plenty of room for leisure activities.

The effects of the proposed culture skill:
- Getting better in the underlying rhythm game (game ticks)
- Reduce grind time with the help of long-lasting passive buffs
- Learn about the lore of runescape
- Repurpose fashion-scape (cosmetic items)

Activities:
- Playing music:
This shall be a rhythm game which is based on game ticks. I imagine this similar to the game Guitar Hero. The player shall be clicking on notes in the correct game tick. For scaling there should be easy songs with one noted every few game ticks. There should be hard songs, as the skill improves, which required 4-5 precise clicks in evety game tick. This activity should be performed in events and could be practised alone. There should be different instruments and different tiers of instruments.

- Dancing:
Also a rhythm game, quite similar to playing music. Might be a good place to use emotes

- Party:
A party should be a social event where players:
-- Play music
-- Dance
-- Serve beverages (through Cooking skill)
-- Wear specific clothes
Parties should be help on gathering places (bars, castles, churches) and each above mentioned element shall fit into the environment. E.g.: heavy armour and battle songs in Relekka longhall, eating seafood; wearing green clothes in Gnome Stronghold... etc.

The result of a party should be a long-lasting passive buff. E.g.: A great party in the Farming Guild results in a one week long +10% XP in Farming.

Each matching contribution to the party shall increase this max percentage that a player can achieve.

While mismatching activity shall decrease it (E.g.: wearing a battleaxe in a church gathering).

A player can decide to which party to attend to. Each new party shall overwrite the on-going party effect.

- Turn-based card battle game: A 1v1 player vs. player battle which reflect on the activities in runescape
-- Get cards: Instead of grinding for pets players should grind for cards that they can use in a turn-based card battle game. E.g. while cutting wood in runescape there should be a chance to receive a wood card
-- Each player starts as lvl 1 in each skill. With actions the players shall receive XP to advance.
-- Each turn a player has X amount of actions, and can decide whether to hit the opponent, gather resources or craft
-- There should be a turn timer, victory point calculation system and a leaderboard

- Casino: Might not be everyone's favourite activity but I see gamble games in the GE everyday on W302. I never tried these player- (or rather bot) organised games, but I assume there are a lot of scams. If there is an official scam-free casino that might reduce the scams.

- Charity: Similar to the previous problem. There is a bunch of beggars spamming the chat in the GE. There might be less if an organized event exists which provide some XP in the Culture skill. (like Falador party room)

- Quiz games. Fastest / best answear wins

That's it. These are my ideas about the Culture skill. I think there is many room for expansion.

I'm always welcoming new content and think it's long overdue, and would like many more skills so you never get bored but the runescape music is only classical I'm pretty sure. Having guitar hero skill where you play runescape music hitting notes is pretty neat.
