Jagex wants to add elemental defenses. In my opinion it is a great idea and would help futher improve magic.
The problem is, there are many ways they could implant this idea. Socketed gems, each armor piece have a specific amount of elemental defense depending on the levels.

But I came up with an idea that wouldn't copy other mmos and it would fit within the Runescape style.

[...........Charging gear with elemental defenses.............]

Players could use runes to charge each piece of gear with a certain elemental defense.
This would be a temporary boost and after sometime, players would need to recharge once again.

Example: Using 1000 water runes, would charge a chest plate with 10% water element defense. That % would degrade after absorbing attacks of that type. Just like barrows degrades with attacks.

This would remove runes from the game, since many activities give a massive amount of runes. Also would revive runecrafting economy.

Bronze: Max of 3% per piece. Total of 12%
Iron: Max of 5% per piece. Total of 20%
Steel: Max of 7% per piece. Total of 28%
Black: Max of 9% per piece. Total of 36%
Mithril: Max of 11% per piece. Total of 44%
Adamant: Max of 13% per piece. Total of 52%
Rune: Max of 15% per piece. Total of 60%
Granite: Max of 17% per piece. Total of 68%
Obsidian: Max of 19% per piece. Total of 76%
Dragon: Max of 21% per piece. Total of 84%
Bandos: Max of 23% per piece. Total of 46%
Barrows: Max of 25% per piece. Total of 100%
Justiciar: Max of 27% per piece. Total of 81%
Torva: Max of 29% per piece. Total of 87%

These are just examples and balance would probably be required.

-Each attack would absorb a certain amout of % depending on the spell tier.

-Also the % indicates the damage the armor is absorbing.

-If a water spell is cast to someone with 100% water elemental defense, then the spell would deal 0 damage. At 50% the spell would deal only half of the damage. Rounded to the higher damage. If the calculation is a hit of 1.45, then the damage would be 2.

Example: The spell would deal 23 damage to a player with 79% elemental defense.
23x79=1817
1817/100= 18.17
Final damage: 19

So the player would receive 19 damage instead.

Having 130% Elemental Defenses or 100% Elemental defenses is exactly the same during damage absorption. The only deference is that the attacking players has to degrade 31% of the defense until it starts to deal damage. Meaning 6 to 7 Surge Spells needed to be cast.

Elemental Defense % will degrade after absorbing an attack, depending on the tier of the spell.

Strike: 1% [ 100 attacks to reduce 100% to 0%]
Bolt: 2% [ 50 attacks to reduce 100% to 0%]
Blast: 3% [ 34 attacks to reduce 100% to 0%]
Wave: 4% [ 25 attacks to reduce 100% to 0%]
Surge: 5% [ 20 attacks to reduce 100% to 0%]

Torva Helm: 29%
Torva Body: 29%
Torva Legs: 29%
Dragon Fire Shield: 25%
Torture: 6%
Ring of Suffering:6%
Primordial Boots: 12%

Total: 136%

This is just examples. Further balance would probably be needed.
