-Each attack would absorb a certain amout of % depending on the spell tier.
-Also the % indicates the damage the armor is absorbing.
-If a water spell is cast to someone with 100% water elemental defense, then the spell would deal 0 damage. At 50% the spell would deal only half of the damage. Rounded to the higher damage. If the calculation is a hit of 1.45, then the damage would be 2.
Example: The spell would deal 23 damage to a player with 79% elemental defense.
23x79=1817
1817/100= 18.17
Final damage: 19
So the player would receive 19 damage instead.
Having 130% Elemental Defenses or 100% Elemental defenses is exactly the same during damage absorption. The only deference is that the attacking players has to degrade 31% of the defense until it starts to deal damage. Meaning 6 to 7 Surge Spells needed to be cast.

Elemental Defense % will degrade after absorbing an attack, depending on the tier of the spell.
Strike: 1% [ 100 attacks to reduce 100% to 0%]
Bolt: 2% [ 50 attacks to reduce 100% to 0%]
Blast: 3% [ 34 attacks to reduce 100% to 0%]
Wave: 4% [ 25 attacks to reduce 100% to 0%]
Surge: 5% [ 20 attacks to reduce 100% to 0%]

Torva Helm: 29%
Torva Body: 29%
Torva Legs: 29%
Dragon Fire Shield: 25%
Torture: 6%

Total: 136%
This is just examples. Further balance would probably be needed.
