Can't join clan

I typically play w friends but they play random hours so am looking to join a clan. But am unable to join, look up on board or anything related to clans. Never been in 1 before so im not currently in 1. When I go to the clan board to look up clans it says nothing found no matter the filter and when I search known clans in the search it tells me there is no clan by that name. I have the requirements to join/make a clan but unable to do either currently.
