I have Leagues IV tier 3 and Torch stored in my POH and the emote is still locked.
It works with previous tier 3 relic hunter outfits.



Also: if you apply the scroll to one pool in your POH, then leave your house and come back, the appearance of all ornate rejuvenation pools will be changed to the fiery theme. It is unknown whether or not this is a bug. (copied from wiki)

If you believe you've found a bug, the way to submit a bug report would be by right-clicking the report button in the chatbox and choosing the 'Report Game Bug' option. That will give you a form to provide details about the bug in.

The members of the Old School team who handle bug reports don't come looking for them on the forums, so reporting in-game is the way to go.
