I think the amount for the custom layout is a large amount of money to ask for Ironmen. Especially since Ironmen can't convert the rewards from Chambers to coins as easy as selling it on the GE. And I understand that is the restriction that Ironmen choose.
Alternatively, how about a system similar to the death storage mechanic where you sink items into it to pay for the cost.
I think having it accessible for everyone in the group chat would be great too. That way multiple ironman (or regular accounts) can contribute to one layout. That way even if someone wants to contribute just coins, they can do so as well. I think this would solve the one person holding onto all the gp, which could cause some friction.
I'm also thinking having some device/mechanic to hold the coins for the group until the raid starts would potentially mitigate scamming scenarios.
