My friend is new to OSRS.

1stly, his account reached over 20 hours in-game time, 100 total level and 10QP.

He recently completed the Easter Event but the system said that he is new to Gielinor, he can't claim tradeable rewards.

What should he do to claim the event rewards ?

Looks like he's able to retrieve all the costumes and such from Diango, however he can't claim the tradable rewards like the Easter Eggs which can be sold on GE.
