For a game of this scale you do need some sort of automation, this includes automated bans and automated appeal replies. Else you would have to hire dozens of anti cheating specialists to cover just ingame cheating. That team is tasked with ensuring cheating is kept out of the game, and in order to do that effectively sadly enough there will be a few false positives among the lot. As any other game studio / company, Jagex really cares about doing things the right way, so when they discover that they made a mistake they will revert their ban. The cost for 1 player to be banned is nothing compared to the cost that the company would be facing if they falsely banned someone as it may put them off from playing entirely, or spread word that this game is unfair and bad to play.
