I have had a number of clue scrolls that require going into the dense jungle at the south of Karamja, however this area is not accessible (unless I'm missing something).

Is there a way to get here without other area unlocks? Or is this an oversight, or an intentional choice?

That part of the jungle requires completion of legends quest, which is auto-completed by the fremenik unlock.

Adding another Karamja clue scroll issue: the hard coordinate clue to enter the shipyard requires partial completion of the grand tree, which requires unlocking Kandarin. The clue step shows up despite not unlocking Kandarin on my account

I'll guess it is intentional to be annoying, as this is a League 2 rerun from years ago. If this kind of annoying things still exist then they are not just oversight but really shortsighted if not willfully blind.

I think it is more likely the OSRS team just doesn't want to spend time going full a very long list of oversight and make adjustments. The best sight to me is just to drop these annoying clue scrolls.

The problem is clue scrolls are very ironman unfriendly, even not in Leagues.

There are probably more such "oversights" than the OSRS team can fix since they were in League 2 more than 3 years ago. I think the OSRS team just doesn't have the time to look at all those bugs, oversights or whatever you want to call them.

Leagues are short term and mostly one-off events. By the time when all the over 9,000 "oversights" were fixed, the party would be long over already. Most often, development time is better spent on persistent content.
