Polishing the skill to the style of piracy could keep with the OSRS lore.
And having the player balance an ever-depleting stockpile of supplies would challenge the player to calculate their adventure.
Perhaps you would need planks, a hammer, and some rope for repairs.
Maybe bring along food, potions, etc.
The player would also want to store additional equipment to increase the productivity of their own unique adventure.
For instance, on one of the islands, there could be a fishable pool that requires a harpoon.
Fishing the pool has a set reward of experience and material that are desired by some players, but not all of them.
So some players would rather leave the harpoon, and instead carry a tinderbox that could be used to start a cooking fire to save a marooned sailor, or to create an S.O.S. smoke signal.
In the end the player can chain-sail to multiple islands to increase experience and treasure gain, but are limited by the amount of supplies they did or did not bring.
The player could create their own adventure by picking from the buffet that each island has to offer, while using the tools that they prepared beforehand.
And from my perspective, the optimization of inventory, time, and game knowledge is an experience that is unique to Runescape and a true reason why people love playing this game so much.
