I'd imagine it's just a case of a huge load of abuse reports that Jagex has to deal with.
I've always felt that Jagex should do more PSA style livestreams discussing reporting/abuse system (What the processes are that can be publicly discussed etc) so that players understand how to use the tool effectively. The type of livestreams they do for other specific topics like Mod Sween's recent marketing stream, or bot busting streams in the past, or streams with the higher ups of the company etc.
This would potentially help the player base report more often and more accurately because like you said, sometimes on the outside you feel like you're trying your best but that it isn't working.
I'm not suggesting you're not reporting properly btw. I just think making the whole community aware of the report abuse process may assist with encouraging less reports but focusing on more higher quality , accurate reporting and thus, reports like yours could be dealt with more effectively. Just my speculation and 2c

There's no doubt that it's not the real world, hence why every effort should be made to keep the community cohesive, in many ways like we aim to do in the real world.
