I was in conversation with a RS player and was talking about my struggles obtaining a Fire Cape and if he could give me some help how to get one.

He said he could do it for me, for free. I hesitated and thought it was against the rules.

What are the rules around Fire Cape services and protection of my account during the service if its allowed?

These types of services are not allowed - an account is only meant to be played by the individual who created it, no one else. 'Account Services' that involve someone else logging into your account to complete certain content is not permitted.

Yeah not worth risking your account. Not sure if its a perm ban or what but still i would never risk it. I struggled with FC too for along time on both rs3 and osrs eventually i got it. I would usually panic when i got to jad and thats what killed me. theres a few jad "simulators" on the web u can search up to kind of run through it, but it really just takes practice.
