When these fresh start worlds ends on the 19th of April will there be another one immediately following or will this be like dmm/leagues where we wait like a year for the next one(if there is a next one)

It's a one off officially, but there's no ruling out that it could happen again if Jagex somehow deems it successful.

Not "wasted" in the general sense as stats and items will carry forward to the normal worlds. However, progress in FSW is generally much slower, so FSW players are likely to get slower progress with the time they spend there. In the relative sense, FSW do seems like a "waste" of time in comparison to the normal game worlds.
