That sounds like a reasonable request, having the swords be a cape slot option, rather than having them integrated into the actual outfit. You should suggest this to Jagex. Perhaps it could be part of the outfit's overhaul, reportedly coming later in the week.
Personally, I'd be happy just to have the outfit fixed so that people can wear it without crashing the game for any player unlucky enough to be near them or near the Solomon display!

Ppl have been asking for the drakwings tail to be either removed or made into cape slot, its yet to happen though.
So the odds of this happening aren't very good.
