Getting to the point, basically Jagex has a tendency to say on Reddit that certain complaints are being monitored, and there is no promise of any change.
By itself that is a good plan, when you are referring to new updates, or changes to the economy or damage rates, or anything that might actually need to be monitored to realize the scale of the problem, or most importantly if it even needs fixed.
That's the implication of monitoring, it might not even need to be fixed. Considering the history, and the reality that we needed a survey to point out BUGS that should be fixed it's a concern that something important WON'T be fixed. They usually do, but it's a cause for concern. And it's an immediate concern.
In those specific cases the word monitor should not be used. I know they got me in the past, I didn't realize at the time the Jmod on Reddit was CM. They were making a statement on behalf of the company, implying that an issue might not be fixed.
For a lot of things it's enough to just know that Jagex is aware. Of course, one would expect a follow up to confirm the intent, but that's enough to de-escalate and make it NOT an immediate concern.
