There is alot of flack that the p-mods take the heat for that has nothing to do with them. Chatwatch is the automatic system that Jagex uses to monitor the chat for specific words or phrases that are blacklisted. Some seem completely innocuous others are just downright vulgar and need to be stricken from the chat.
The ability to toggle the chat filter does not give people carte blanch to type whatever they'd like into the chat. There still is a limit as to what is and isn't allowed.
Like the phrase "into the ______" not saying what word it was but is associated with player runs games on chance and will give you an automated mute. Those mutes are also checked by Jagex within 24 hours if applied by chatwatch. Depending on the context of the chat, Jagex can either end the mute or lengthen it to whatever they deem necessary. If it's something that Jagex has deemed inappropriate after they've reviewed it there will be a notification in the offense center of the player account section of the website often times with the evidence of what was said. The only time they don't provide evidence is when it comes to macroing/3rd party software offenses.

As much as I hated it (I've changed manners since then), Jagex actually muted me for good/fair/consequential reasons: evidence was irrefutable. I truly messed things around in the past. I even got banned from forums and years later, I wrote this letter to Jagex Team and they removed penalty. I've been in clean green for quite a while now.
So it sounds strange to me... I won't deny everybody makes mistakes... that a Pmod would mute you without proof of any rule breaking action, since that would potentially grant the Pmod with a big penalty as harsh as a permanent ban.

All one needs to do is read the requirements for/in the " Forum Moderation Review V3 ".
There has always been a difference between what players are upset by the moderation and the moderators actually being inappropriate. "IF" an f-mod oversteps their bounds they do reverse the actions on FMR. The problem is what people believe are moderation missteps and what aren't can differ.
The F-mods are bound by the forum rules and code of conduct. If you looked at the code of conduct and then looked at what was moderated and apply the code of conduct to the situation, there'd be far less reports to FMR.
Now the problem with FMR is Jagex needs to have people address it in a more timely fashion. At the beginning of things like FMR we had at least 8 forum curators. So 8 J-mods whose whole job was to watch over and interact with the forum community. Now we have 1 J-mod and their time is split with other duties. Means sadly FMR piles up due to the inability to address the queries there.
