Reminds me of Dungeons & Dragons a little bit, don't they already sort-of have this with the Artisan Cape, etc. I think the individual skills should stay put, but I do like the idea of combining related skills as requirements for equipment and such (which already exists)

"Too many" isn't really a valid reason, having a large number of skills doesn't do any harm.

It all comes down to clutter. There's too much clutter in Runescape. Especially useless clutter.
I admit it would annoy people who trained those skills for years (including me). But the sheer number of skills (which continues to grow) actually annoys new and semi-new players even more, I would argue, as they do not know where to start, or what half the skills even do. We need to keep fresh blood in this game. There are TOO many skills. And many of them are plain useless, like dungeoneering and divination. Runescape needs to be SLIMMED down. Runescape is full of clutter.
In a related vein, the clutter is especially embarrassing when it comes to dead mini-games. If I were a completely new player to Runescape and I made an account today and I read about Castle Wars and went to go visit it and saw that on EVERY WORLD it is EMPTY I would immediately quit Runescape as I would inevitably conclude that Runescape is nearly dead - and why would I invest my time in an MMO which will be completely dead soon? This is BAD for the growth of Runescape. Runescape needs to be slimmed down, tightened, compressed, to give a more lively, appealing appearance to new players.
