Tenebri is correct. While it would be nice if others did not crash or if they asked if you'd be willing to share the space, there are no rules that require players to be nice. One way to avoid getting crashed at slayer creatures is to make use of the Player Owned Slayer Dungeon aka the Sunken Pyramid
With how many ppl are training necro, it's much less of a hassle to do abyssal demons in your own personal slayer dungeon. People are going to crash so they can get a competitive rank on the hiscores. It's just how it is.
Leaving is the worst thing you can do.
Actually scratch that, leaving isn't the worst thing you can do. Standing around and bitching while they steal your kills is.

2. No player owns any training area outside of their POH/POF.
3. Simply being an asshat is not against the rules - but they could be reported for other offences such as scamming, staff impersonation, disruptive behavior, or another violation if any of these apply to the situation.
4. The Block and World Hop options are also good tools you can use for pest control.
